This paper explores the background to the integration of leisure in social policy after the First World War. It draws from a hitherto little explored body of inter-war writing on leisure as a social sphere and an agent of post-war reconstruction. It outlines the philosophical foundations of voluntary intervention through public policy and social service in inter-war Britain.
