The paper presents an approach to designing IP network traffic managers for high-speed Internet routers using FPGAs in a distributed management manner; an innovative memory management structure that overcomes the major limitations of FPGAs. The work was funded by Xilinx and carried out in close collaboration with their research labs in San Jose (Dr G Brebner). Subsequently led to follow-on (NSF funded) collaboration with Xilinx and Rice University, USA.
