This paper is an extended version of the conference paper presented at the 6th IEEE International Symposium on Cluster Computing and the Grid (CCGrid) in May 2006 in Singapore. This research also extends the SGrid model published in Future Generation Computing Systems (vol. 20, no. 1, pp. 7-18, 2004, Elsevier Science). The SGrid model was one of the pilot works in the field of e-Science that introduces semantics to grid computing systems. This work led to a knowledge transfer project (KTP) on intelligent and dynamic journal planning through the PARK seed fund of WestFocus (http://www.westfocus.org.uk) in 2007.
