<22>This paper's novel contribution is in providing insights for knowedge engineers who encode application domain knowledge for use with domain independent planning techology. Using a substantial accident management scenario derived from road transport stakeholders, it compares manual encoding with the use of an award winning knowledge capture tool called ITsimple. It is the first paper, in the Knowledge Engineering for Planning area, to demonstrate empirically the benefits of using tool-based methods over manual, shedding light on the relative merits of each method. Additionally, it derives requirements for future knowledge engineering tools in this area.
