This paper reports the development and application of a software tool to increase social inclusion cost-effectively by establishing the relative cost of various measures to increase accessibility using the example of older people in St Albans, Hertfordshire. The tool, AMELIA, is a policy-sensitive user-friendly interface to GIS (geographical information systems). It has been used as the core of a consultation exercise with older and disabled people in St Albans, where the views of the consultation group were input into AMELIA and then fed back to them. The results have been integrated into the St Albans Public Realm strategy.
