Based on extensive desk research and field testing, this is an analytical and planning tool for government and civil society organisations working on disaster risk reduction initiatives at local level. Six international relief and development NGOs (ActionAid, British Red Cross, Christian Aid, Plan International, Practical Action and Tearfund) have adopted it as their core guidance in counter-disaster planning. It is being used operationally by many other international and local NGOs in Africa and Asia, for resilience research in several countries, and in teaching. A French translation has been made (an earlier, pilot version was translated into French, Spanish and Indonesian).
