This article examines the ideas of Guillaume-Chrétien de Lamoignon de Malesherbes, first president of the Cour des Aides and minister of Louis XVI, who would emerge as the leading public spokesman of the parlementaire opposition, through his devastating attacks on the allegedly arbitrary and despotic nature of the royal administration. It argues that Malesherbes was to the fore in in developing a critique of bureaucracy and officialdom that was inspired by his reading of Montesquieu and the practical experience of maladministration in government.
