<13> The load balancing techniques proposed and analysed here have only recently become practicable. The inclusion of periods of unavailability and their effect on decision making is new. The paper was among a small selection from the presentations at the 2nd Madrid Queueing Theory conference to be published in the Annals of Operations Research. A subsequent joint EPSRC research project with Warwick University developed this work further. Some ideas were taken up and refined in a publication by M. Dorda, of the Ostrava Technical University.
