This paper describes the implementation and first results of the largest scientific survey carried out by the Herschel spacecraft: HiGAL a survey of the entire galactic plane. This project was devised by myself and the lead author who is also the PI. My role in devising this project was to develop the technical methodology to allow the two Herschel cameras to operate as a single instrument. Without this innovative technical input the project could not have been carried out. I also directly contributed about 10% of the paper.
