Double-weighted statement

Protecting Civilians combines a legal analysis of the status quo in civilian protection with arguments for developing a more robust regulatory framework. At the time of publication it was the only substantial scholarly monograph on this critical topic. The book, the culmination of five years research, is grounded in black-letter legal analysis but this is cross cut with insights of the political issues that frame contemporary interventions. Although an academic work the book is also deployed as a de-facto handbook for the training of peacekeepers in civilian protection and by legal advisors facing protection issues in the field (cf. ROI Peacekeepers).
