This report was commissioned by the UK Foreign Office as part of its technological diplomacy activity in Peru. The report is a draft NAMA, written by Tyler, following consultation with the Ministry of Transport & Communications, the Ministry of the Environment, the Ministry of Finance and Economy and the Ministry of Energy and Mines and the ‘civil society’ NGOs, the public and industry. The work is now adopted as the basis for Lima’s policy and $3bn implementation programme for low carbon transport and has received extensive coverage in the Peru press as it was being adopted by the political leadership.
